What each line measures

Netherlands.: The official consumer price index. Owner-occupied housing enters only as an imputed rent — an estimate of what your home would cost to rent — not as the price of buying or owning one.
CPI excluding government-tax changes (afgeleid).: The same index with changes in VAT, excise duties and other product taxes stripped out — price pressure without government tax measures.
Owner-occupied housing costs (EU harmonized, annual, from 2011).: What buying and owning a home actually costs (purchases of new dwellings, self-build, major renovation) — the component HICP excludes and CPI only approximates through rent. Read it like the other lines: each dot is the change versus one year earlier, so below zero means these costs were falling (the 2011–2014 post-crisis housing bust) and above zero means rising. From 2015 on it sits above headline inflation almost every year — for home buyers, the headline understates what happened to their cost of living.
