Known criticisms of this statistic
Every statistic embodies method choices, and the substantive critiques of those choices are part of understanding the number. These are documented positions — each linked to who makes it. Listing a criticism is not endorsing it; we take no side.
Owner-occupied housing enters the CPI only as an imputed rent — an estimate of what the home would rent for — and the EU-harmonized HICP excludes it entirely because no money changes hands. During housing booms both therefore understate the cost pressure buyers and owners actually face; DNB and the ECB have advocated including owner-occupied housing costs.

CBS's own investigation found the pre-2023 energy-price method — observing only newly signed contracts — overstated headline inflation during the price spike: published CPI for September 2022 was 14.5%, against 7.5–7.9% under the improved method. Historical figures were not revised, so the 2022 peak in this series retains the overstatement (marked on the chart).

The basket weights follow total spending, so higher-spending households implicitly count for more. An index weighted for minimum-income households ran about 0.4 points per year above the CPI in 2014–2021 — inflation does not hit all households equally, and the headline sits closer to the affluent household's experience.
