The OECD's own FAQ states that after the 2018 methodology review, PMR values from 2018 onwards 'are not comparable with those from previous vintages' (1998–2013) — the old history and the current scores are two different rulers, which is why this page never joins them into one line.

The same FAQ notes the indicator captures only de jure regulation — laws as written. It 'does not capture the level of enforcement or competition' in practice, so a country whose competition-friendly rules go unenforced can still score well.
