CBS's methodology covers only existing owner-occupied homes that were actually sold. New-builds, houseboats and non-self-contained units such as student rooms are out of scope — the index tracks the resale market, not the cost of housing at large.

CBS itself describes the index as an estimate ('schatting'): a different mix of homes sells each period, and the SPAR method corrects for that composition statistically rather than observing like-for-like prices.
