  • CBS's own documentation notes the IPCC territorial method behind this series excludes emissions from international aviation and shipping fuelled ('bunkered') in the Netherlands — reported separately and 'usually not part of international climate targets'. On CBS's national-accounts measure, which includes them, the Dutch total is materially higher.

  • The same method counts the burning of biomass as zero at the smokestack, on the assumption that short-cycle carbon does not structurally add to atmospheric concentrations — a scope choice CBS documents explicitly, and one that matters as biomass use changes.
